JULIA Gillard has united the Liberals and the Greens, with both parties saying her plan to create a Citizens' Assembly on climate change shows a failure of leadership.
The Prime Minister said 150 randomly-selected Australians would be a sounding board for the Government to help it understand whether it had community support for its plans to fight climate change.
The Herald Sun believes the group could meet as often as once a month, possibly more frequently, although details are still being worked out.
They would be unpaid volunteers selected from the census or electoral roll, but travel, accommodation and meals would be paid for.
